Pennsylvania MGMA State Chapter Legislative Update

The General Assembly just began a new 2-year Legislative Session. Little action has been
taken due to the fact there has only been 6 working Session days thus far.
1. 2025 Legislative Updates
● New Legislation: Bills considered in the House Health Committee in the last month:
○ House Bill 60, which aligns Pennsylvania with federal policies to permit the
electronic transfer of certain prescribed controlled substances between
pharmacies.
○ House Bill 157, which establishes a rural health care grant program to provide
financial incentives to health care providers to practice in rural areas.
○ House Bill 409, which requires health care providers to inform patients that they
will be receiving their test results in their electronic health record, or that they can
request to receive the results in the mail.
○ House Bill 27 - Protecting Healthcare Workers from Surgical Smoke.
● Regulatory Changes: Hospital Regulations have not been updated since the late 70’s.
We expect a proposal for updated regulations from the Administration late spring
(March/April 2025).
2. Legislation Effective January 1, 2025

● Description:
○ Act 74 of 2024 – limits non-compete agreements to one year, provides for
recovery of expenses, notifications to patients and a study of the effect of the law
in 3 years.
○ Act 102 of 2024 – Provides for postpartum mental health screening, resources
and fact sheets for patients.
○ Act 104 of 2024 – Insurance coverage for speech therapy/stuttering
○ Act 115 of 2024 – MA reimbursement for doulas, established Doula Advisory
Board in Dept of Health
○ Act 134 of 2024 – Added Urgent Care centers to safe-haven law
○ Act 137 of 2024 – Allows LPNs to make death pronouncements in Hospice
Settings
3. What to Watch for in 2025
● Key Dates: February 6, 2025 – Governor’s Budget Address
○ February 18 – March 6 – Budget Hearings with State Agencies
○ Budget is required to be balanced and passed by June 30, 2025.
● Industry Trends: What to expect this Legislative Session:
○ Mergers & Acquisitions Notification (focused on private equity firms)
○ Price Transparency for medical services
○ Mandating staffing ratios for nurses serving in a hospital setting
○ Maternal Health/Behavioral Health
○ LifeSciences
